Create unsigned pool transactions or submit a signed Jito bundle

Two modes:

  1. Build: send creator + poolParams → returns base64 unsigned VersionedTransactions plus requiredSigners.
  2. Submit: send signedTransactions (array of base64 signed txs) → forwarded as a Jito bundle.

Rate-limited per API key via the api_keys table (rate_limit_per_minute, rate_limit_per_day).
